A cotton disposable diaper is used once. A cloth diaper is designed to be washed and used again. The word cotton tells you about a material; it does not, by itself, tell you whether a diaper is reusable or what every part is made from.
That distinction matters when you search for cotton diapers. You may be looking for cotton against your baby's skin and find advice about washing reusable diapers instead. Both questions are worth answering, but they lead to different products and routines.
Start with the routine you want
Do you want to wash and reuse the diaper, or dispose of it after a change? Make that choice first. Then compare the materials and construction of the products that fit your routine.
For a reusable system, check which pieces need washing, how the maker says to care for them, and whether you need separate covers or inserts. For a disposable, check the material against the skin, the absorbent core, the fit, and the number of diapers in the pack.

Ask where the cotton is
A useful materials description names the part of the diaper being described. The top sheet is the layer facing your baby. The back sheet is the outer layer. The leg cuffs help the diaper fit around the legs. The absorbent core has a different job: taking in and holding liquid.
